There are different types of refrigeration cycles used today for a portable air conditioner.  The use of a heat pump that drives out hot air from the room and blows in cooled air through a compressor, also another cycle is refrigerant is pumped and when the refrigerant evaporates it takes with it the hot air and leaves cooled air.

This entire process occurs internally and no touchable parts for example the outer casing of the portable unit gets hot.  One must note that all condensers on portable air conditioners get hot by the way they work, but new technology simply makes use of it.

Portable air conditioners require no installation, the unit comes with a tumble dryer type exhaust hose, and this needs to be vented out of a slightly open window to vent the hot air created out of the room.  The beauty of these units is you can plug in any room that needs cooling and it is ready to go, also it can be wheeled from room to room wherever needs cooling.
