With water featuring highly on the agenda at this year’s Cereal Event, the issue of potential water extraction limits suggested by Defra to bring the UK in-line with the requirements of the EU Water Framework Directive are of concern to many in farming.

In a Water White Paper published in 2011, Defra set out the government’s commitment to reform the UK’s water abstraction agenda, ensuring that it is fit for purpose.  The current system, introduced in the 1960’s issued abstraction licenses with a maximum volume allowance and with no time limit, a system focussing on historical rights and ensured that allocation to ensure new abstractors would not impact on existing water users.  A consultation document published in December 2013 proposed changes to bring the system in line with the requirements of the EU Water Framework Directive that requires a suitable value to be placed on water.
